    HOW TO GET AN ROA CARD, 11 NOV 2006.

 

1. Attend an ROA class. See your Group Communications Officer for time and place. The Basic class will cover OPSEC, standard and local operating procedures, and is good for two years. The OPSEC course is at https://tests.cap.af.mil/opsec At the end of two years, you will need another class to renew the ROA card. The Basic ROA card does not allow an individual to be licensed or have a CAP radio. The Advanced class will cover additional items, a written test, message, the phonetic alphabet, and is good as long as you are a CAP member. If you leave the program, and return in less than two years, you will not have to re-test.

2. At the conclusion of the class, the instructor will notify the Director of Communications (DC) with the student's unit number, name, CAP ID and either Basic or Advanced, by e-mail (preferred) or regular mail. The DC will enter the information in the Wing Mamagement Utilities (WMU) and nofity the instructor.  The instructor will print, sign and distribute the ROA cards. The ILWG Form 5 will be used to assist in this process. Staple the ILWG F5, the top of the test form, the message and phonetic alphabet test together. The instructor will forward the test package to the unit for inclusion in the member's records. Make sure the ROA number is entered in your and the unit's records.

3. Lost ROA cards can be reprinted from the WMU and signed by the instructor, Communications Officer or unit Commander.

4. Transfers from other wings that do not use the WMU will need the ILWG Form 5 and a copy of the ROA card. Indicate on the form if Basic or Advanced. Send to the DC.
